Can I sell PLR or resell-rights products?

The short answer
You can sell PLR products when the licence you bought allows it, but many marketplaces refuse resold packs because they require original work. Private label rights content is written by somebody else and sold with permission to rebrand it. Read the PLR licence and the marketplace rules together.
Licences vary enormously. Some allow editing and reselling; some forbid selling the pack as it stands.
Where you can sell it
Your own storefront, usually yes, within the PLR licence. Marketplaces like Etsy generally expect original work and remove resold packs.
Check both sets of rules before you list anything.
Why it usually fails
Hundreds of other people bought the same pack and are selling the same file, often cheaper.
Buyers find the identical product elsewhere, and you have nothing to defend your price with.
The version that works
Use PLR as raw material, not as the product. Rewrite it for one specific audience, add your own examples and data, and make it genuinely yours.
At that point you have an original product that happened to start from a template.
