Get the file right first
PDF is the safe choice. It looks the same on every device and nobody has to install anything to read it.
Add an ePub version if you want people reading on a Kindle or a phone. It is a small extra step and it removes a common complaint.

Whop takes the payment, but the file needs a home and the buyer needs a link. A store app handles both.
